齐齐哈尔大学始建于1952年，位于中国最北省份黑龙江省的第二大城市、闻名遐迩的丹顶鹤故乡——齐齐哈尔。六十多年的悠久办学历史，沉淀了齐齐哈尔大学“养正毓德·精存自生”的校训传统。通过一代代齐大人的不懈探索和艰苦奋斗，学校已发展成为了一所学科齐全、科学研究实力突出、师资力量雄厚的省属高水平综合性大学。  

齐齐哈尔大学涵盖哲学、经济学、法学、教育学、文学、历史学、理学、工学、农学、管理学和艺术学11个学科门类，现有23个学院，86个本科专业，18个硕士学位一级授权学科，9个专业学位授权类别，其中包括26个硕士专业学位授权领域，学校现有全日制本科生25000余人、研究生2300余人、留学生120余人、成人教育在籍学生7000余人，已形成健全的办学体系。

齐齐哈尔大学拥有完善的教学、科研设备和公共服务体系，占地面积139万平方米，建筑面积85万平方米，图书馆藏书290万册。拥有省内一流的体育馆、体育场、游泳馆、音乐厅和图书馆。

齐齐哈尔大学开展外国留学生教育已经有20余年的历史。于1993年起，由国家教育部批准成立齐齐哈尔大学对外汉语培训中心并开始接收来华留学生。大学地处的中国东北部地区，是汉语普通话基础地区，有良好的语言环境，是学习汉语的理想选择。学校是教育部确定的“中俄大学生艺术交流基地”和“来华留学中国政府奖学金项目”学校。

Founded in 1952, Qiqihar University is located in Qiqihar, the second largest city in Heilongjiang Province, the most northern province of China and the famous hometown of red crowned cranes. Qiqihar university has a history of more than 60 years and its motto is "maintaining integrity,essence and self-reliance". Through the unremitting exploration and hard work of generations , the university has developed into a high-level comprehensive provincial university with outstanding scientific research strength and excellent teaching stuff.

Qiqihar University has 11 disciplines: philosophy, economics, law, pedagogy, literature, history, science, engineering, agronomy, management and art. At present, there are 23 colleges which offer all together 86 undergraduate majors and 18 first-class authorized disciplines for master's degrees. It has 9 professional degree authorization categories, including 26 authorized fields of master's degrees. The university has more than 25000 full-time undergraduates, more than 2300 postgraduates, over 120 international students and about 7000 registered students in adult education.

Qiqihar University is well equipped with great teaching and research facilities and a public service system. It covers an area of 1390000 square meters which includes 850000 square meters of building area. And its library has a good collection of 2.9 million books. In addition, it has first-class gymnasiums, stadiums, swimming pool, concert halls and libraries in the province.

Qiqihar University has carried out foreign students education for more than 20 years. In 1993, the training center of Chinese as a foreign language of Qiqihar University was established with the approval of the Ministry of Education, and began to receive foreign students. The university is located in Northeast China, where Mandarin is widely spoken. It has the best Chinese language learning environment and the place is an ideal choice for learning standard Chinese. The school has the "Sino Russian college students' art exchange base" and the "Chinese government scholarship program for studying in China" sponsored by the Ministry of Education.
