一、项目简介
浙江师范大学的MPA国内招生始于2005年,是浙江省省属高校中的第一家。截止2017年,10多年间毕业学生已达1700多名。经过系统的专业学习以及自身的不懈努力,他(她)们已渐次成为所从事行业的佼佼者。
本项目旨在培养国际MPA学生。为了使他们更好地理解中国文化和当下我国的现代化实践,其内容主要涉及当下中国的现代化进程、40年来的我国改革开放实践等。在系统讲授“浙江经验”“中国智慧”等的基础上,当下中国的现代化建设的路径选择、公共管理绩效特质、全球化视阈等成为授课的重点。本项目为全英文授课,受到中国政府的全额资助。
二、培养目标
本项目旨在培养、培育学生的核心公共管理专业能力,以及在此基础上对现代政府管理理念、中国(政治)文化、国际交流等的认知、理解与传播等。在“专业培训、能力培养、素质培育”原则下,重点突出学生对现代公共管理理论、技术、思维、模式等的理论研究和现实探索的能力,使他们归国后在遥远的国度能够科学、系统、全面地推介中国特色现代化建设、我国的改革开放、我国的“命运共同体”国际战略等,使中外政治文化交流取得丰硕成果。具体说来:
1. 通过课程修读,学生积累在现代政治、公共管理、公共政策、公共治理等方面的基本知识,形成“发现问题——分析问题——解决问题”的基本能力,掌握科学研究的基本方法和程序;
2. 通过参加学术活动,学生了解各个领域当前的研究现状与研究热点,逐渐形成自己的研究兴趣和关注领域;
3. 通过专业实习实践,学生尝试应用课程修读中获得的知识与技能;通过撰写毕业论文,学生形成独立开展公共管理研究的能力。
三、学习方式及年限
采用全日制脱产培养方式,年限一般为2-4年。

1. 课程修读:上课形式以教师讲授为主,学生应至少完成规定的学分和学时要求,修课同时辅以研讨活动以及期刊文献、书籍阅读。

3. 毕业论文:学生需用英文完成一篇达到硕士水平的毕业论文。毕业论文一般在第四学期中期提交并进行答辩。

六、毕业与学位授予要求
1. 学分:学生至少需修读35个学分,包括公共必修课(7学分)、专业必修课(不少于28学分)。每学分相当于18课时。
2. 毕业论文:学生在导师指导下于第二学期选定毕业论文题目,要求用英语写作,字数不少于2万字。原则上,学生于第四学期中期提交毕业论文并进行答辩。
3. 学位授予:修满规定学分,完成毕业论文并通过答辩的学生,经浙江师范大学学位评定委员会审核,授予学位并颁发毕业证书和学位证书。
七、招生国别及对象信息
1. 招生国别及对象:亚洲、非洲及其他发展中国家或地区的行政官员和其他公共管理者,及有志于从事与公共管理相关工作的大学毕业生或在职人员。
2. 具备大学本科及以上学历;年龄不超过45岁,同时英语语言水平符合要求。
3. 身体健康,无中国法律法规禁止入境的疾病,无严重高血压、心脑血管疾病、糖尿病等其他严重慢性疾病、精神性疾病或者有可能对公共卫生造成重大危害的传染病,非重大手术后恢复期及急性病发作期,非肢体严重残疾,非孕期;
4. 在华期间不携带配偶或亲友。

Master of Public Administration (MPA) Program
(Instructed in English)

I. MPA program
MPA of ZJNU first enrolled new students in 2005, which was one of the first universities in Zhejiang Province. By 2017 more than 1700 MPA students have graduated. With their comprehensive talents and untiring hard-working, most of them have now become the elites of their occupations.
This program is tailored for international students majoring in MPA. In order to make them know more about our Chinese culture and modernization at present, we try to tell them the processes, the key of the reform and opening-up practice during the past nearly forty years in China. At the basis of “Zhejiang Experience” and “Chinese Characteristics”, the theory and practice of modern Chinese public administration will be taught and discussed during the MPA courses.
II. Program Objectives
1. Students will accumulate basic knowledge about public administration, public policy, public governance, etc., after the major study, they will surely master the elementary methods and procedures of scientific research;
2. Students will understand the current situation and focused issues in public management, which will help them to get their own research interests and focus;
3. Students will have opportunity to practice the knowledge and skills of modern public administration. Thus, they will learn how to conduct public management research independently.
III. Program Duration
Students are required to finish the full time course-work, thesis writing and thesis defense by the end of the academic year. Students are expected to complete the program within 2-4 years. For confirmed date, please refer to the admission letter.
IV. Program Mode/Structure
1. Curriculum: It’s mainly about lectures or presentations, with a mix of seminars, group discussions, tutorials, case studies and so on.
2. Professional Practice: Students will start a half-year professional practice in the 3rd semester, such as special investigation, field survey or case study.
3. Graduation Thesis: Students are required to finish a graduation thesis in English up to the master standard. Graduation thesis should be submitted and defended in the middle of the 4th semester.

VI. Graduation and Degree Requirements
1.Credit: No less than 35 credits are required, including general courses(7 credits), core courses ( no less than 28 credits). As a rule, one credit equals eighteen class hours.
2. Graduation Thesis: Students should select an academic topic for the thesis under the direction of his/here supervisor, usually in the second semester. The thesis should be written in English, at least 20 thousand words. The thesis should be submitted for oral defense in the middle of the fourth semester.
3. Certificate: Students completing the credits, graduation thesis and oral defense will be awarded a master degree by the academic degree evaluation committee in the university.
VII. Invited Countries and Requirements for the Participants
1. Officials and managers in government sector or public sector from Asia, Africa and other developing countries, university graduates and staff members engaged in public administration could be considered
2. With recognized bachelor degree; Under the age of 45; High English proficiency.
3. Be in good health with health certificate issued by the local public hospitals; without diseases with which entry to China is disallowed by China’s laws and regulations; without severe chronic diseases such as serious high blood pressure, cardiovascular/cerebra vascular diseases and diabetes; without metal diseases or epidemic diseases that are likely to cause serious threat to public health; not in the process of recovering after a major operation or in the process of acute diseases; not seriously disabled or pregnant.
4. Accompany (e.g. spouse, children, friends, etc.) are not allowed during the stay in China.
VIII. Application
Acquire recommendation from your current organization to the Economic and Commercial Counselor Office, Embassy of the People’s Republic of China in your own country and get approved. Submit the following application materials to the Economic and Commercial Counselor Office.

2. A formal certificate of your highest degree (original or notarized photocopy)
3. Academic transcript of your highest degree education (original or notarized photocopy)
4. Personal statement
5. Two letters of recommendation (original in English or Chinese)

Photocopies of English language proficiency test results (For non-native English speakers or applicants whose instruction media of tertiary education is not English, evidence of English proficiency must be demonstrated by a passing TOEFL or IELTS score. 在中国商务部和教育部的支持下,浙江师范大学从2015年春季开始启动了比较教育学硕士项目(2015-2017),面向亚洲、非洲及其他发展中国家和地区的教育行政官员和管理者提供比较教育学硕士学位教育。此项目为全英文授课,受到中国政府的全额资助。

Master Program — Comparative Education in English
Introduction
Zhejiang Normal University (ZJNU), founded in 1956, is a key provincial university in China with distinguished programs in Education and African Studies.
From 2015 spring semester, ZJNU had initiated a two-year Master on Comparative Education Program, approved by the Ministry of Education, the People’s Republic of China. This program is financially supported by the Chinese government. Its mission is to provide academic and professional training in comparative education, to pursue academic excellence as well as the practical application of education policy and innovative education research. The program is specially designed for participants from Africa, Asia and other developing countries and shared interest in improved equity and quality in education for all, vitally important to sustainable national development.

5.申请流程/途径
(1) 登陆浙江师范大学留学生招生网(http://iso.zjnu.edu.cn/Account/stuLogin)在线申请,选择“我想申请浙江师范大学奖学金”。
(2) 我校将组织专家进行评审,对符合条件者择优录取。
(3) 被录取后的学生支付400元人民币(或70美元)的报名费。
(4) 我校制作JW202表及录取通知书等相关材料,并寄送给学生。
6.申请所需材料
(1) 护照照片页扫描件。
(2) 《外国人体格检查记录》。此表格由中国卫生检疫部门统一印制,须用英文填写。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查记录》无效(下载网址:http:// www.csc.edu.cn/laihua 或http://www.campuschina.org)。
(3) 最高学历证明、来华前就读学校提供的推荐证明、成绩单(需翻译成中文或英文,并需原学校或当地公证部门确认)。
(4) 来华学习或研究计划。
(5) 2封任课教师推荐信。
7. 评审办法
(1) 浙江师范大学留学生奖学金评审小组将根据“公平、公正、公开”的原则对申请学生的材料进行综合评审,择优录取。
(2) 获得奖学金的学生需参加年度奖学金评审,在校学习期间有下列情况之一者,取消其奖学金资格:
(1)无故欠应缴学费和其他应缴费用。
(2)受到学业警告或退学警告。
(3)有违反中国法律法规和校纪校规行为。
8. 注意事项
(1) 请单中护照用名与护照扫描件信息不一致的,或相关证明材料不全的,视为无效。
(2) 获奖者如因故不能报到,需于报到日前15天以书面形式通知接收院校并注明原因。无故逾期未报到者,奖学金资格不予保留,且不能再次申请奖学金。
(3) 入学体检不合格者,奖学金资格将被取消。

Zhejiang Normal University Scholarship for Outstanding International Students
1. Scholarship Coverage
Zhejiang Normal University Scholarship with yearly funds for the first year to support students’ study at the university. They can use their scholarship to cover part of tuition fee. The later years scholarship position will be evaluated yearly based on their performance in the previous year.
2. Programs
All programs are available for the applicants.
3. Eligibility
(1) With foreign nationality and passports.
(2) Have good health condition.
(3) Good academic performance.
(4) No criminal records.
(5) No other scholarships.

5. Application Procedure
(1) Eligible applicants should apply online http://iso.zjnu.edu.cn/Account/stuLogin
before July 1.
(2) ZJNU is responsible for reviewing the qualification of applicants, and will select applicants based of the selection process who meet with our demands.
(3) If being admitted, students should pay 400 yuan or 70 dollars as registration fee.
6. Application Documents
(1) Photocopy of passport photo page.
(2) Foreigner Physical Examination Form completed in English (The form designed by the Chinese quarantine authority can be downloaded from http:// www. csc. edu. cn/laihua or http://www.campuschina.org).
(3) The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid.
(4) Notarized highest education diplomas attained, proof of study and transcripts (need to be translated into Chinese or English, and confirmation of your former school or local department).
(5) Studying plans and goals.
(6) Two letters of recommendation from your teachers
7. Evaluation system
(1) The selection committee of “Zhejiang Normal University Scholarship” will evaluate applicants’ materials under the principle of “justice, fairness and openness”.
(2) Students who get the scholarship need to attend the annual scholarship evaluation. The scholarship will be terminated if a student has one of the following cases:
a. Defaulting the fees he/she has to pay.
b. Receiving academic warning or drop out warning.
c. Breaking university rules or the Chinese laws.
8. Announcements
(1) Inconformity of the passport name used in the applicant documents with the scanning copy, or deficiency in conformation materials will be regarded as nullity.
(2) Applicants who get the scholarship but can not arrive on time should inform us on paper and explain the reasons by 15 days before the registration day, otherwise the scholarship will be canceled and can not be applied again.
(3) Students who fail in the entrance physical examination will not receive the scholarship.

Regulations on Payments
(1) All the expenses for international students are settled in RMB.
(2) Tuition can be paid on a semester basis. Registration and visa application cannot be made before tuition is paid.
(3) Deadline for tuition payment: the end of the second week of the new semester
Banks to accept tuition: Industrial and Commercial Bank ofChina(Luojiatang Branch); Bank of China (Luojiatang Branch).
Method of payment: cash or bank card (with a UnionPay icon)
Payment procedure for non-degree students:
Step 1: Go to the Student Service Office of his/her college to claim a Notification of Payment.
Step 2: Go to Bank of China (Luojiatang Branch) with the notification and your passport to pay the specified tuition. After you have successfully made the payment, the clerk will present you with a Bank Receipt.
Step 3: Return to the Student Service Office of his/her college to submit the receipt.
Payment procedure for degree students:
Step 1: Take your passport and go to Industrial and Commercial Bank ofChina(Luojiatang Branch) or Bank of China (Luojiatang Branch). Report your student ID to the clerk, who will verify your required amount of payment from the bank’s database for you. The payment code for Industrial and Commercial Bank ofChina(Luojiatang Branch) is 12010001. After you have successfully made the payment, the clerk will present you with a Bank Receipt.
Step 2: Return to the Student Service Office of his/her college to submit the receipt.
(4) If a rare situation renders a student unable to pay the tuition on time, he/she is required file to the Student Service Office of his/her college a written application for a tuition deferment. The student in question still has to pay the tuition on time if his/her application for tuition deferment is declined. Failure to pay tuition within 30 days after the new semester begins will automatically nullify a student’s admission status, which will be assumed by ZJNU as an action of dropping out.

Note: The above arrangement will be valid from September 2015. Students enrolled before September 2015 will follow previous regulations. Annual insurance will be 800 from September 2015.
Tuition Refund
(1) If a student intends to drop out and notifies his/her college of the decision before a new semester begins, and with good reason, he/she can claim a full refund of the semester’s tuition. If he/she notifies the college of the decision between the first day of a semester and the end of its second week, he/she can have a 70% refund. If he/she notifies the college of the decision after the end of the second week of the semester, no refund will be issued.
(2) Before the refund can be made, the student in question should file a written application for tuition refund, return the original tuition receipt, and write off the student visa. Otherwise, there will be no refund.
(3) The refund will be in RMB.
(4) There will be no refund for a student who is dismissed on account of the student’s behavior has greatly disturbed ZJNU’s academic order or public order, violated ZJNU’s regulations or committed crimes against Chinese laws.
(5) Application fees and insurance premiums are not refundable.
(6) When an application for temporary absence is filed within a specified period and is approved, the applicant can get a refund of the tuition paid in advance.
(7) The above regulations concerning tuition refund apply to all types of international students of ZJNU.
Tuition for Deferred Graduation
A degree student can apply for deferment if he/she cannot finish the program as has been scheduled. The upper limit for the deferment is 2 years. Percentage of tuition for deferment:
